When do international PhD students pay domestic fees in New Zealand?

Direct answer: The 2025 notice made under the Education and Training Act 2020 lists "a person who is in New Zealand to study and who is enrolled in a Doctor of Philosophy programme at a New Zealand university" as a domestic student. It took effect on 1 January 2026 and replaced the 2024 notice.

The instrument is the Education (Domestic Student: Tertiary Education and Vocational Education and Training) Notice 2025, number 2025/325. The Minister for Vocational Education and the Minister for Universities made it under section 10(1) of the Education and Training Act 2020, and it revoked the 2024 notice that many older guides still cite (New Zealand Government, 2025). Row 5 of its schedule carries the sentence quoted above, and clause 5 adds that the domestic status given to one programme cannot be carried into any other.

Two words in that sentence do the work. "Doctor of Philosophy" is a named degree, so the rule does not reach a professional doctorate such as education or clinical psychology. "In New Zealand to study" is a physical condition, which is why universities write residence rules on top of it. Domestic status also brings practical benefits. The University of Auckland (n.d.) says dependent children attend school as domestic students, a partner can receive an open work permit, and a graduate can apply for a three-year post-study open work visa. Because those benefits ride on the same status, losing domestic fees in New Zealand affects more than tuition. The table below reads the University of Auckland's published doctoral fees page (n.d.). Each university sets its own number, so treat Auckland as a worked example and your offer letter as the figure that binds.

The Student Services Fee is on top of tuition, so a realistic first-year bill is the tuition figure plus roughly NZ$1,158. The same page adds that a candidate who loses domestic eligibility "will pay international fees", which is the sentence worth keeping beside the table.

Professional doctorates matter for a reason beyond price. An applicant who chooses a practice-based degree expecting the PhD rate meets a bill of NZ$58,178.40 a year, so confirm the degree code in the offer before accepting. A PhD by publication or a PhD attached to a clinical field still carries the PhD label, which is the test the notice applies.

The University of Auckland (n.d.) states the condition plainly: "To be eligible for the domestic PhD fee, you must reside in New Zealand for the duration of your doctoral programme." It then permits research activity overseas for a cumulative total of no more than 12 months. The detail sits in the university's PhD Domestic Tuition Fees Policy, approved on 11 December 2023.

The policy allows five weeks of annual leave a year plus conference days approved by the supervisor (University of Auckland, 2023). Fieldwork qualifies only when it "cannot be conducted in New Zealand at an equivalent level" (cl. 3). Clause 5 then closes three loopholes. It says "the writing up of research overseas does not meet the research requirements at clause 3", the 12-month limit "cannot be pro-rated", and unused leave "cannot be carried over".

The penalty is the part applicants miss. Under clause 7 the university charges international fees from the date the most recent domestic payment fell due and for the remainder of the enrolment, "regardless of whether the candidate returns to New Zealand". Victoria University of Wellington (n.d.) gives the same logic and cites the Tertiary Education Commission funding rules ENR006 and ENR007, which the universities have agreed to read as a 12-month cap for approved research.

A candidate planning a long fieldwork season in Vietnam should therefore count days before booking, because two 8-month trips would breach the cap.

Direct answer: The arrangement may change. RNZ reported on 4 August 2026 that the scheme's cost rose to $69m in 2025 and that Minister Penny Simmonds is reviewing it. No change had been announced when this page was last updated, so current offers keep their stated fee.

Gerritsen (2026) reports that the scheme cost nearly a quarter more in 2025 than in 2024, rising from $56m to $69m, against about $43m in 2022. The Budget capped next year's funding at $56m. The minister told RNZ: "The number of international PhD learners has increased quickly, and the cost of the current settings has grown by more than 20 percent a year over the past two years."

The headcount explains the pressure. In 2025 there were 5,265 international PhD students, 49% of PhD enrolments, against 5,390 domestic students. About 80% came from Asia, with 1,970 from China, 350 from India and 310 from Sri Lanka. Universities New Zealand chair Neil Quigley said it was not yet clear what might change.

What follows is an assumption (A), not a finding: a review of a cost that has risen by more than 20% a year could change eligibility, numbers or funding rules, but the article does not say which. In the Moving Places study of 132,415 international students across eight cohorts, 52% of young international PhD graduates were in New Zealand in the first year and 21% by year five. Employment fell from 48% to 16%, while 55% of young domestic PhD graduates were still in New Zealand at year five. Ministry of Education figures without the age filter gave 41% and 25%. This is a 2016 paper, so read it as the best published stay-rate picture, not as a current rate.

Money is the other recurring theme. Cornwall et al. (2018) surveyed first-year PhD students at the University of Otago and received 152 responses from 352 students (43.2%), with financial pressure among the main stressors. Che Arr et al. (2023) interviewed 23 women doctoral students from South East Asia in Auckland and found that the high cost of living changed their daily routines. Victoria University of Wellington (n.d.) asks international candidates for evidence of NZ$1,250 a month in living costs, which is a useful budgeting floor.
